Job Description:
Title: Director of IT Applications

Unit: Non-Unit Professional (NUP)

Department: Information Technology

Reports to: Chief Information Officer

Date: March 18, 2024

General Summary: Under the direction of the Chief Information Officer, responsible for directing and managing the staff supporting the College's enterprise administrative applications, the institutional reporting infrastructure, and associated extensions along with external and internal web technology and non-ERP applications.

Duties and Responsibilities

Participate in institutional governance and decision-making related to system implementation, integration, priority setting, and scheduling.
Work with administrative offices to identify requirements for computer application systems.
Develop specifications for computer application systems and work with constituencies for approval of specifications.
Develop cost estimates and delivery schedules for computer applications.
Maintain an active project list, schedule work, and communicate status to user constituencies.
Assign projects and coordinate the work of the programming staff.
Provide computing support to major administrative areas of the college, including Financial Aid, Fiscal Management, Human Resources, Institutional Research, Student Records, College Advancement, and Facilities Management/Scheduling.
Manage the delivery of data-driven services in support of the institutional Portal environment.
Manage delivery of authoritative data to the College's identity management system.
Develop, modify, upgrade, and maintain client/server, web, and PC-based software applications and databases.
Manage the Banner to Blackboard integration process using Ellucian ILP and Ellucian Ethos.
Manage the MCC Mobile App platform.
Manage the My MCC Portal platform.
Manage the online software for course evaluations.
Manage access and editor training for the college website.
Ensure that web content complies with ADA requirements.
Architect and manage federal and state-level institutional reporting environment and associated reporting tools.
Participate in the scheduling and execution of major computing functions such as software implementations, upgrades, system enhancements, batch updates, print routines, and data maintenance.
Ensure application data security in conjunction with functional decision-makers.
Recommend and manage system integration projects, including the provision of data and web services layer.
Develop and support professional development plans for staff to ensure currency with the technology environments associated with enterprise applications.
Maintain current knowledge of trends and practices in the field through peer association, attendance at seminars, study, and review of literature.
Perform other related duties as required.
Supervises Programmers/Analysts and Systems Analysts. Carries out supervisory responsibilities in accordance with Middlesex Community College's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Requirements:
Bachelor's degree, preferably in Computer Science, IT, or Business, with ten years of experience in application development and managing large application development projects. An alternative qualification is a Bachelor's degree with supplementary training and twelve years of experience in application development and management of large application development projects.
Significant programming experience with C and PL/SQL in a UNIX environment Omni CMS, Visual Studio, CSS, JavaScript, HTML, XML, SQL Server.
Understanding and experience in Java-based programming.
Understanding and experience in database services and web services development.
Ability to manage multiple projects and meet deadlines.
Ability to develop computer application requirements, specifications, costs, and schedules.
Ability to supervise and manage the work of subordinate staff.
Ability to work effectively with constituents in a team environment.
Excellent organizational skills.
Ability to communicate effectively both verbally and in writing, to establish positive public relations, and to interact with a wide variety of people.
Commitment to the mission and philosophy of the college with an understanding and respect for the goals of the college activities.
Leadership, planning, management, and supervisory skills.
Ability to recognize college-wide priorities and work cooperatively and collaboratively to support their accomplishment.
Financial management skills.
Familiarity with client/server applications, cloud-based applications, Oracle SQL*Plus and PL/SQL, Banner, and other Ellucian products.
Ability to maintain the confidentiality of sensitive information.
Experience with equity-minded work and/or understanding of individuals of diverse identities such as race, ethnicity, socioeconomic level, sexual orientation, veterans, and individuals with different academic preparation levels and varying physical and learning abilities.

Additional Information:

Hours: 37.5 hours per week, schedule to be determined upon hire. This position will be eligible for a maximum of two days of telework in accordance with the College's telework policy.
