DEPARTMENT: Information Technology Services
REPORTS TO: President, Bristol Community College
POSITIONS SUPERVISED: Oversight of all unit and non-unit Information Technology Services and Strategic Analytics & Institutional Research staff members, as well as student employees.
STATEMENT OF DUTIES: The Chief Information & Data Officer (CIO) is a member of the President's Leadership Team and serves as the chief information and data officer for the institution, providing leadership on items to include, but not limited to, the college's vision for technology to support student learning and success, administrative systems, network infrastructure, telecommunications, information security, data analytics, institutional research and student computing. The CIO is responsible for the oversight of campus-wide technology efforts including, but not limited to, formatting, evaluating and implementing technology policies, procedures and strategic initiatives to improve the quality, security and effectiveness of the academic and business operations of the college.
The CIO fosters a strategic culture in the use of the college's data assets, envisioning data-enabled tactics through analytics, governance, and enterprise information policy. The CIO is responsible for aligning data policy and information security with relevant regulatory, legal and ethical laws and mandates.
The position provides leadership in the implementation of new technologies, ensuring the community has access to the latest tools and information security measures. The position has direct responsibility for the areas of administrative systems, instructional and classroom technology support, institutional research, data analytics, help desk services, media services, desktop systems, networking and telecommunications, amongst others. Duties additionally include, but are not limited to, oversight of the information technology budget, acquisitions, leases and maintenance contracts.
ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:
Define, lead and implement key information and technology strategy practices in concert with college leaders and stakeholders.
Collaborate with college leaders to develop technology-supported systems and digital content that support student learning and success (including online learning) and improve administrative functions.
Promote the evolution and increased use of progressive, innovative technology and data through training, strategic initiatives and other awareness programs.
Develop a culture that fosters a service-oriented, collaborative, supportive and accountable work environment that enables teaching and learning and supports student success.
Focus on achieving results for the end users and enhancing student success through strong project management, effective operations and convenient computer/web-based services.
Establish IT policies, strategies and standards for universal implementation at the college.
Lead and support data democratization throughout the college.
Collaborate with college leaders and the community to establish a vision to govern and nurture a culture that manages data and the technology portfolio as a key asset.
Lead data-driven insights to employ strategic and tactical business opportunities while championing a data-driven, decision-making culture.
Develop priorities and set standards for infrastructure design, hardware and software purchases, and services at all college locations.
Drive the development and deployment of the enterprise's data and analytics platforms.
Explore emerging technologies for future planning and potential implementation; recommend and approve technology-related expenditures for the college.
Establish guidelines and programs based on best practices for effective information technology management.
Promote and establish information security measures, such as data compliance, business continuity, user awareness and incident response.
Participate in and lead college and departmental meetings to advance the college's goals and objectives for teaching and learning and student success through technology use.
Negotiate and manage major vendor contracts.
Lead the operations and administration of all information technology and data governance functions and direct and implement all college initiatives and projects associated with a comprehensive administration of the Information Technology Services (ITS) department.
Support a culture of shared governance, trust, respect and transparency for all college constituents.
Provide leadership and be responsible for the college's strategic plan and initiatives as it relates to information technology and institutional research; collect, analyze and use data to inform plans and decision-making.
Develop and manage complex budgets for the area.
Focus on the Commonwealth's Equity Agenda by applying related best practices throughout all job functions.
Hire, supervise, develop and lead all Information Technology Services (ITS) and Strategic Analytics & Institutional Research (SAIR) staff, as well as others as directed. Conduct regular performance evaluations to ensure continuous improvement and identify potential opportunities for growth. Work closely with Human Resources to develop staff capabilities and expectations.
Promote a positive and inclusive work environment that supports the professional growth of staff while fostering a commitment to service excellence.
Engage stakeholders as a strategic partner; establish relationships with leaders and constituents across the institution; and enhance overall IT service delivery as it relates to student success, governance, simplification, efficiency, effectiveness and security.
Actively participate in college, community, state, and regional activities and organizations to promote and enhance the college's data and technology interests.
Use Bristol's digital communication tools, to include but not limited to, Bristol email, Twitter, LinkedIn, and other Bristol social media tools, to advance the college's social media outreach and brand to internal and external constituents.
Perform other duties as assigned.
EDUCATION AND EXPERIENCE
Minimum of a Master's degree in Computer Science, Computer Information Systems, Information Technology Management, Business Administration, Management or related field.
Minimum of seven (7) years of related information technology and/or data governance experience.
Minimum of five (5) years of demonstrated information technology leadership with a proven track record of leading and motivating teams in implementing and delivering technology-based solutions.
Excellent verbal and written communication skills.
Ability to prepare and administer a significant and complex budget.
Demonstrated expertise and commitment related to assessment and continuous improvement of information technology operations.
Excellent business acumen and effective in working with multiple constituencies, establishing consensus on common technology goals, and balancing college goals with community needs.
Reliable transportation in order to travel to and from meetings, trainings, or campus and community locations as required.
Demonstrated proficiency with Microsoft Office 365 applications.
The ability to work effectively with a diverse student body, faculty, and staff.
Demonstrated experience in an educational environment, with a strong preference for higher education.
Demonstrated commitment to the community college mission and serving the needs of first-generation and traditionally underrepresented/underserved students.
Robust understanding and demonstrated inclusion of access, equity and student success practices.
Demonstrated experience with student information management systems, such as but not limited to Ellucian Banner, Peoplesoft SIS, or Workday.
Demonstrated proficiency with Blackboard, Slate, and/or other teaching and learning technology.
Demonstrated commitment to the principles of shared governance and transparency.
Demonstrated experience in a collective bargaining environment, preferably in higher education.
Demonstrated knowledge and consistent experience in using varied social media outlets on behalf of a business or organization that has proven to increase the digital footprint of the organization's brand.
Ability to speak a language in addition to English.
