PROJECT OVERVIEW

St. Louis Community College (STLCC) received $336,258 in August 2009 for a two-year demonstration project to provide programs and services to dislocated workers as part of a national project administered by the League for Innovation in the Community Colleges.  STLCC will build on existing programs and strong workforce partnerships to provide dislocated workers with 21st century skills that are targeted to high-demand occupations in our region.  A cross-division college Dislocated Worker Task Force will revise policies and procedures that encourage dislocated worker enrollment, improve data collection, create collaborative linkages between departments and divisions, and institute additional fast-track training programs to better serve dislocated workers. In coordination with the local One-Stops and campus services, three Dislocated Worker “Navigators” will ensure that participants receive comprehensive seamless training, placement, and follow-up services that will ensure a brighter future.

GOALS AND STRATEGIES

The two primary goals of this grant are:

  • Help dislocated workers acquire 21st century job skills and obtain jobs that require those skills.
  • Increase academic progression, retention, and completion rates for displaced workers.

Key strategies

  • Develop a seamless system to recruit, enroll, train, support, and graduate dislocated workers.
  • Provide services to dislocated workers to ensure progress toward retention and graduation.
  • Provide opportunities for dislocated workers to enroll in accelerated training programs.
  • Develop specific implementation strategies for follow-up protocol and dissemination.

ACTIVITIES

Establish Dislocated Worker Taskforce               

  1. Identify opportunities for short-term accelerated training programs.
  2. Review policies, procedures, and processes that impact enrollment, retention, and completion by dislocated workers.
  3. Facilitate cross-department communications and services.

Create Dislocated Worker Navigators

  1. Provide guidance; act as career coaches, advocates, sources of information, retention specialists, and change agents.
  2. Retooling with a purpose—Conduct a variety of assessment tools that will result in a  “Career Blueprint.”
  3. Coordinate all the external and internal entities for the dislocated worker, including the life cycle of admissions, enrollment, training, placement, follow-up, and retention.

IMPACT

  • In the first program year, STLCC will enroll 50 dislocated workers into various training programs.
  • In the second program year, STLCC anticipates enrolling 100 new dislocated workers.
