From the early work of open exit/open entry labs to longstanding efforts in vocation education to more recent emporium models of developmental education, competency¬based learning models are not new to community colleges. However, building entire credential program and delivery systems on this model is something new. Come learn about the early work of a host of community colleges that are partnering with Western Governors University, the nation’s largest competency¬based learning provider, on a series of Department of Labor and Bill & Melinda Gates Foundation grants to build complete competency¬based learning programs. We’ll explore the importance of (1) understanding the scope and philosophy of the model; (2) beginning work on the core elements—defining competencies, curating curricular resources, and matching assessment; (3) shaping the role of student and subject mentors; and (4) managing the change process. We’ll also unpack the structure and strategy behind community college and WGU articulation agreements that help bridge these programs into next¬level credentials.

Based on his recent monograph—Access, Success, and Completion: A Primer for Community College Faculty, Staff, Administrators, and Trustees—and his work as a consultant to the Bill and Melinda Gates Foundation and dozens of community colleges, the presenter will set the context for the importance of the Completion Agenda and review six key programs and practices, based on research, that colleges are implementing to ensure student success and completion. The seminar will also include a review of six key conditions that must exist in community colleges if these programs and practices are to work. In this interactive session, participants will have opportunities to share their experiences and challenges.
